PER should not be used to compare positions. Mostly because bigs get so many rebounds and generally have a higher FG%.
But: it is a perfect metric to compare within a position.
Fultz has a PER of 13.9
Anthony has a PER of 14.5
Black has a PER of 10.5
It is reasonable to conclude therefore that Black is Orlando's third "best" PG (offensively at least).

What is meant here is Bitadze being compared to all other Cs and Black compared to all other PGs. One cannot compare them to each other; here of course I agree with you.
Bitadze is a top-30 C; and is thus starting quality.
Black is not a top-30 PG; and thus should not be starting. He starts so that Anthony doesn't have to. But Fultz must start when he is healthy. Black is NOWHERE near ready to be a regular PG rotationally.
