People often fail to cooperate because it's just not worth it for them to go through the legal process. But more will probably come out anyways.
It could be about that, or it could be about money, or it could be simply a fact that if she was 16 and he was 19 and she says it was consensual and feels perfectly fine with it, that the parents had the common sense to understand they are basically a couple of kids a few years apart and not in fact an issue worth pursuing.
In terms of his character, who knows? But it's near impossible to prove innocence and why legal systems require proof of guilt, which is why verdicts are guilty or not guilty. The wording of not pressing charges does not indicate he doesn't have outstanding character either.
