I think the problem here (and the reason the restriction normally isn't done that way) is that there are plenty of All-NBA level who just happened to have a prime season where they didn't make it for whatever reason. KG is the most obvious example, but there are others. Obviously those seasons might not be quite as valuable, but they're still well above someone like, say, Sheed or Jrue (which is the level of player most of us thought we had access to).
That isn't an issue in and of itself, but it does throw the draft out of whack when most people didn't realise these guys were available in the first place. Like, there's no way KG falls to the start of the third round if people knew they could pick his 2005-06 season and then pair him with, say, Duncan or Steph in an MVP year.
