Paul George might be the pinnacle of 3&D but I'm sure many will think he doesn't qualify.
Of non-star players I think Danny Green and Klay Thompson are certainly ahead of OG. You'd even have to give modern Brook Lopez consideration. PHX Shawn Marion.
The best 3&D players transcend the title and become more. Like Jalen Williams, for example. Or Kawhi.
i think the criteria is simple, what they do on the court. I say Klay because 3&D is literally all he does, or did in terms of his prime. He really wasnt good at anything else but was so elite at these 2 skills that he was a multi time all star/NBA champ, made an all defensive team and won the 3pt contest. he was even in the argument for being the best #2 of all time. Imo hes the personification of the term, no one defines it better.
Guys like PG and JDUB surpassed this role, they create/handle the ball/ISO, they have a triple threat game.
OG is a better defender imo, but Klay is a way better shooter and the gap between Klays shooting compared to OG vs Ogs D vs Klays give Thompson the significant edge. Thompson has also had a very fortunate career playing with Steph, there isnt a better player he could have ended up with. He literally the perfect balance between Curry and Green, they had the best 3 and the best D in the league with those 2 guys and he had both
