As far as Harper, he can't handle the ball like a PG or pass like one. He is more of a SG/SF. This team doesn't even have minutes for Hugo right now. Harper won't get off the bench in Boston.

Agree. That as a 3rd PG-type he likely wont get off the Bench, much.
Also, just because a Player doesn't fit the prototypical mode for a PG, or a Center for that matter, doesn't mean that they are not one.
Celtics have often had SF/PG's, and other multi-position Players, throughout their history. Evan Turner comes to mind.
I guess you could say, that we played without a PG, or without a Center, but that's semantics.
Harper is a combo that can handle the ball. He isn't a prolific PG, but can handle the position, as we don't have a true PG. Shulga isn't a PG either and Hayden can't handle the ball at all
