bigwizarfan has the key point (with one small correction). Here's what the CBA says about BYC for those signing extensions:

"A player’s Base Year Compensation shall go into effect on the date the new contract is entered into or, in the case of an Extension, the day following the last day of the Moratorium Period that precedes the first Season of the extended term"

So, the BYC status for Roy and Aldridge starts on July 8, 2011, not on the day that they signed their extension. Whether or not Portland was over or under the cap when they signed their extensions doesn't matter. What matters is - will Portland be over the cap on July 8, 2011? Since all indications are that the team will be over the cap, it's safe to assume that Roy and Aldridge will be BYC starting on that day.

This is when the Base Year restriction itself starts. What is unclear is at what point the determination is made ...

"(i) For purposes of the Traded Player Exception, a player shall be subject to a Base Year Compensation in the event that the Team Salary of the player’s Team is at or above the Salary Cap and the player ... is a First Round Pick who, in accordance with Section 7(b) below, enters into an Extension of his Rookie Scale Contract that provides for a Salary for the first Season of the extended term greater than 120% of the Salary for the last Season of the original term of the Contract; ..."

From that wording, it would appear that what matters is the team's current cap status when inking the extension.

This is turning into an interesting discussion. Thanks to everyone for all the great feedback so far.

I've written an email to Blazers salary cap guru Tom Penn. In the unlikely event that he replies I'll pass along the verdict.

The determination is based upon when the contract is signed.

So Roy will not be BYC but Aldridge will?
