CDR + CJ Watson Question

1. If the Nets don't pick up CDR's team option* is CDR a RFA since he has 3 or less years of NBA experience? Also could CDR be sign and traded?**

I just wanted to make sure if I was reading Q36 on LC's FAQ right:

*I'm really not sure why it's rumored that the Nets are considering this, I mean if CDR is really such a headcase just pick up the damn option and at least ship him out for a crappy second round draft pick...

2. Also is it true that C.J. Watson will be a RFA again this year? Wasn't he a RFA last year? How does this work?
