You already admitted he's top 5. You may not agree, but he is pretty comfortably there. Under that are players on a different tier. Westbrook is a good player, but he can't be counted on to consistently take over a game. I like his potential though. He may slide into the top 5 soon, but it won't be by knocking Rose out. Jennings has potential, but he is not on Rose's level. Not a better consistent scorer, not a better distributor, and doesn't have better physical tools. He edges Rose on 3pt shooting and marginally on defense. The other PG's from the last draft class just aren't there. They are good players on bad teams.
People seem to forget that Rose is only a 2nd year player. There's no reason to think that he won't continue to improve as those younger guys do. He passed the sophomore slump season with great improvement and is heading into his third year (where players make big jumps) with a much improved team. If anything he'll pull farther away from those players in the tier below him.
