From a very quick read of a couple of articles it seems that "make some bikes more like standard road-going machines" is what is quite likely however "making the entire field run with the lower specifications" is not.
I think he could live with extra bikes as long as they don't compromise on the standards of the full factory teams, and I'd guess most riders would feel the same.
Anyway, I don't know much about bikes, just enjoy the races (both MotoGP and Superbikes). Don't even ride them myself, think I just like them having grown up down Phillip Island way and going to see them a few times. My biker mates are always on about it too, and love both types of races due to how different they are, it sounds like these proposed changes will make them more similar which is probably not for the best.
Casey does seem to generate debate whenever he talks, just based on the comments from that article he's done it again.
