The guy asked , If There was another dwight howard situation in which a marquee player was an upcoming free agent and a team had to make a decision between letting him become a FA or trading him and they traded him but didn't get "equal value". Would the NBA give that team a top 5 pick as an incentive.

Stern then replied by saying " why would we?'" , silver was shaking his head and both were sorta laughing it off.
