RG3 has a super high ceiling but also a low floor, he's a far less safe pick than andrew luck because he played in a fkn pistol offence for **** sake, he's never had to make more than two reads in his college career. technique and footwork wise, he's far from a sure thing. his intangibles, leadership, throwing arm and athletic ability are all off the charts howevs.

According to ESPN, the Baylor offense was more pro than what led one to actually believe. Footwork is definitely something that can be worked upon and his technique while isn't prototypical, doesn't have to be. Not everything works for everyone so it doesn't really matter if he doesn't have a prototypical technique as long as he's gets the job done. He definitely isn't inept like Tebow and have an elongated throwing motion, I see him transitioning fine.
And for the record, he isn't yet proficient at throwing the deep ball. So no, his throwing arm isn't exactly off the charts. Watch a game.
