Bynum has 3 rebounds late in this Game. Oj mayo misses a jumper, Bynum goes up for the rebound and sessions comes in and takes it and starts the break. Bynum throws his hands up in disgust.

I think the best way to fix the lottery is to have two separate ones.
Pod 1 for the 1, 2, and 3 picks: the worst 7 teams record wise, with odds distributed via wins and losses accordingly.
Pod 2 for the 8, 9, and 10 picks: the next worst 7 teams record wise, with odds distributed via wins and losses accordingly.
If a team trapped in mediocrity knows that they have a decent chance to get a top 10 pick, even if they miss the playoffs by a game or two, they'll try to win, instead of tank. And the crappy teams that are actually losing and not tanking do not get penalized as much. I mean, think back to the 2007 draft, where the bottom three teams got stuck with the 4th, 5th, and 6th picks.

That's not a bad idea.
But wouldn't that make it more likely the worst 3 records don't wind up with the top 3 picks?

Let's say they keep with the same 1000 slots that they currently have. The first pick currently gets .250 chance, right? Well, re-weight them, making the worst team with even higher chances and the 7th pick with weaker chances. And, if the unlikely scenario that the situation arises that the top (bottom) three teams have the 4th, 5th, and 6th picks, I think people would be okay with that more in this situation, because teams 4-7 aren't world beaters. I mean, how many people would complain that the team with the 7th worst record in the league gets a top 3 pick? Now compare that complaint to the Bulls of 2008, who had the 9th worst record and made the jump? I'd take the bottom 7 team making the jump anyday.
Like this for example:

2- 235
3- 179
4- 141
5- 80
6- 50
7- 25
Obviously, those numbers are raw, I'm not a statistician, but you get the drift.
