Win now vs rebuilt and if rebuilding... how and over what time period. Owner decide if they will sign a max like Wall a year early(Ted) or sign Gil to max while injured(Abe). Owners sign off on trading conditional first round picks for vets like Gortat on short notice. They set the mandate. There may be some organization were the GM has more control like it appears NY is trying to do, but that's not what we have here.
If they will wait on Otto or trade him will happen or not with Teds approval.
Owners decide when a reboot happens. When to be patient. When to cash in. When to go over the cap.
GMs execute the plan. They help form it as well, but anyone that has a boss/owner knows, you only have as much control as they give you. Its their money. Its their business.
