I think I'd vote Turner for now.

vote: lolnard. as bad as Turner's contract is, at least Turner is a borderline starter. lolnard can't beat out Plumlee, Davis, Vonleh, and Aminu for playing time. and when he does, he immediately does something boneheaded to make Stotts (and Blazer fans) regret it.

Turner is a terrible fit for Portland but could probably recoup about 10 mil/year worth of value on a team where he could be the primary ball handler for most of his minutes even if it was with the 2nd unit. Plumlee will almost certainly never return any value on that deal.
