Assume You're a Free Agent. What City Would You Want to Play In?
For me, I'd want to play in Miami during the year and when the offseason hits move to Vancouver or New York. I'd get to experience the warm weather/beach season during the basketball season and then chill out with a different scene during the offseason. I'd think Miami would get boring if you were there 12 months of the year.
Assume money isn't really an issue obviously.

It really doesn't matter anymore. Or better said, where (geographically) a FA plays is about 30th on the list when deciding what contract to accept.
With the way they get taxed (taxed from where game is played) and how much they aren't home anyway (due to schedule), where they live during season is very marginalized.
What matters more is where they live and train in offseason. And that can be anywhere. What is usually more in consideration is same things every human considers...where is their family based? Where are roots? And if they can get their team/employer to be closer or directly in same city, that would truly be part of team selection criteria.
Edit: to answer OP, I would take LA or Miami with all things equal. But Lakers are a train wreck in a big hole to dig out and Clippers are looking at a cross roads and Miami could be building something again--so Miami.

For me it depends how good I am. If im a superstar id want to go to a team thats never won and be the guy to finally win it all. If im a bench player id wanna go to Miami or L.A.
Best of both might be Phoenix.

Anywhere not in California.

All things being equal, I love Denver. Some cities might be more interesting like NY but the pressure and fans in some places back east might be less fun.
Of course Phoenix is nice, and Scottsdale is a fun place to live.

Even though I'm a DAL Fan I would never want to play in Dallas or any other American City, maybe except Utah. I really hate the American Culture.
Toronto or Utah would be my only choices.

Bay Area, San Antonio, Toronto, New York, Boston, Miami, or NOLA are all great options.

Re: Assume You're a Free Agent. What City Would You Want to Play In?
My issue is that I'd likely be contactually prohibited from my favorite activities (e.g. downhill skiing, mountain biking, etc) anyway. If it wasn't for that contractual issue, I'd want to live in Salt Lake City (or its environs), followed by Denver, followed by Portland, followed by Sacramento. If I was prohibited, I'd probably flip that order if I'm going to still live there in the off season.
If I'm not able to do my outdoor activities and not going to live in the city in the off season (I'm not really a big city person anyway), I wouldn't have nearly as strong of a preference. I doubt I'd have that much time in season to enjoy the city anyway. I'd just choose someplace with the arena in the urban center so I could live close to work.

L.A., Toronto or New York for the cities. For the organisations, I would go San Antonio, Miami, Toronto.
