If I was one of these PTBNL, I would change my last name to PTBNL.
Rightsto would sound cooler and goes with most first names.
Could open marketing opportunities for B-grade players.

No I think it's still allowed though you have to wait for a given period?!. Though someone like schad or one of the regulars here will know for sure

Davidi has said the Jays have a choice for 4 pitchers from the Rays lower minors. They have to pick two of the four. So it's no one on their 40 man, and not anyone they drafted in 2019.

Gosh, as I mentioned in the Stroman thread, how many pitchers do they need? They really should target a stud outfielder.

It depends on whether the acquiring team has an asset that the Rays valued more than the Jays. For examples, a second or third tier shortstop might have more interest to a pitcher rich organization like the Rays than the infield rich in prospects Jays.

Wonder who the 2 of 4 is, and if it's anyone on the Tampa top 30 prospect, if you rule out 2019 draft picks, and anyone in the upper tier of the minors, you get the following:

Matthew Liberatore - LHP Ranked 5 - 2018 1st rounder - 16th overall in Single A (Yeah don't think we are getting him for Eric Sogard) - 19 year old
Shane Baz - RHP - Ranked 7 - 2019 1st rounder - 12th overall (From Pitts - Archer deal) in Single A, same as above, yeah we aren't getting him. 20 year old
Shane McClanahan - LHP - Ranked 11th, 2018 1 rounder - 31st overall in Single A+ - 22 year old (Doubtful as well)
Joe Ryan - RHP - Ranked 17th, 2018 7th rounder, 210 overall, in Single A+ (Doesn't have an effective 3rd pitch, so might be reliever) - So maybe?! 23 year old
Riley O'Brien - RHP - Ranked 18th, 2017th, 8th rounder, 229 overall in Double A - 24 years old.
Tanner Dodson - RHP/OF - Ranked 24th, 3rd rounder - 71st, in Single A+ - 22 year old. Can also hit (Maybe?)
Drew Strotman - RHP - Ranked 26th, 4th rounder - 109 overall, in Rookie Ball - 22 year old (So older, had tommy john surgery, sounds like he'll be reliver) Probably one of the guys on the list?
Resly Linares - LHP, ranked 30th, international signing in 2014, in Single A, 21 year old (Probably another on the list).

Assuming it's one of the guys in the top 30 of rays.

And so, they made their second Sunday swap – having earlier sent Eric Sogard to the Tampa Bay Rays for two players to be named later, whom they will pick from a group of four pitchers in the lower levels of the minors, according to an industry source.

Can the Rays actually turn around and trade Sogard before the PTBNL are conveyed?

It is possible there was another rule after this that is more up to date but i believe the loophole is closed;
To avoid a repeat of Trea Turner's awkward situation, Major League Baseball and the Major League Baseball Players Association have agreed to change the rules governing when players signed out of the First-Year Player Draft can be traded.

MLB emailed all 30 teams Friday, informing them that starting with the 2015 Draft, players can be dealt the day after the World Series ends. Previously, they had to wait until the one-year anniversary of signing their first pro contact.

No one can be designated as a player to be named later unless they're eligible to be dealt. In other words, 2015 draftees can't get tagged as a PBTNL until the end of this year's Fall Classic. For the previous 29 Drafts, assuming a player signed in June, he could be tabbed as a PTBNL in December and switch organizations six months after that. (PTBNL rules provide up to six months for the player to be actually named.)

https://www.mlb.com/news/mlb-mlbpa-agree-to-player-to-be-named-rule-change/c-121720476

So the players the Jays will be getting from the Rays will not be from the 2019 draft.

Someone in another forum said the prospects are Orlando Barrios and Easton McGee.

The rumor was the Jays would get to select 2 pitchers out of 4 who are in A ball or lower who arent on the 40 man roster which both of these are.

The deal was completed today: Short season A-ball RHP Edisson Gonzales and AA RHP Curtis Taylor

Gonzales : http://www.milb.com/player/index.jsp?player_id=672548#/career/R/pitching/2019/ALL

Taylor : http://www.milb.com/player/index.jsp?player_id=668954#/career/R/pitching/2019/ALL

Taylor is a Canadian reliever, Round 4 pick of the Diamondbacks in 2016 and acquired for Brad Boxberger. That would make him eligible for the Rule 5 draft. Gonzales is 19.

Taylor last pitched on May 30, and has been on the injured list since then. He was sensational, almost unhittable, before his last two appearances May, and one might ask whether whatever injury issue he was eventually shelved with was affecting him by that point. The Jays may leave him out there for the draft because it would be a bit of a long shot for another team to draft someone with a questionable medical issue. (I'm still Googling around to see what that issue is).

Here's a Rays blog on him from last winter.

Possible reliever + low-minors flier sounds about right.

I can find next to nothing about Gonzalez; presuming he doesn't have the biggest stuff, otherwise his last ten starts -- 1.54 ERA, 11.1 K/9, 1.54 BB/9 at 19 in short-season A -- would have gotten him some real attention.
