The NBA Board of Governors have passed a stricter package of measures to enforce compliance with tampering and circumvention of the salary cap.

All smoke and mirrors. This is one of those measures they try to implement after the damage is done. Like giving a bullet proof vest to a person bleeding out from gunshot wounds.

If they really cared they would have done something about Irving, Kemba, Durant and a bunch of others who had agreements in place before anyone was allowed to speak to them. Also would have done something about the Clippers openly stalking Kawhi all season in Toronto.
