Agree with crkone - anything that is often used as a main course is out. Anything that's ordered in a restaurant should be out (chips and salsa/guac would be exceptions.)
Before a meal is literally "between meals."
Appetizers are meant to be pre-meal snacks. Most appetizers aren't answers to "What'd you have for dinner?" In fact, buffalo wings firmly fit into that category until large chains like Hooters and Buffalo Wild Wings pushed the envelope.
It's pretty telling that you're not sitting in an actual restaurant ordering "wings" for the meal. That "restaurant" is actually a bar, or highly specialized.
