How much is the Blazers's TPE? Spotrac and tradenba.com both have it at $7.07mil, which makes it slightly less than Bjelica's $7.15 million salary this year. https://www.spotrac.com/nba/portland-trail-blazers/cap/
On the other hand there are reports that the TPE is $7.2 million. https://www.blazersland.com/1825-2/
Is there any way to know definitively?
Either way, the Blazers can fit Ilyasova who makes exactly $7 million, and the Kings might be willing to send the Blazers a small asset to take that contract. I think Illy makes a fine back-up 4, although Bjelica is definitely preferable.

I woudlve thought that trading Bogs that cheap was to actually play Buddy Hield and convince him to stay. If youre turning around and trading him, makes the Bogs trade even more of a head scratcher

I think the Kings see the writing here. They aren't contending for a playoff spot with the way the West has tooled up. Strip it down and build around Fox/Bagley.
