Tony Parker easily. Higher peak, more All-NBA teams, 2007 Finals MVP, some iconic moments (like game winner in Game 1 of 2013 NBA Finals) and of course better international career with winning 2013 Eurobasket as a MVP.

Parker has the better resume, but Lowry is maybe a better player.

Better career is Parker due to all of the success, better player is Lowry by a comfortable margin

Imo Tony Parker was a top-5 PG in the NBA for several years (more or less from 2006 to 2014). As a matter of fact, he received MVP votes several years (9 points in 2006, 1 point in 2007, 9 points in 2009, 3 points in 2011, 331 points in 2012, 86 points in 2013, 21 points in 2014) whereas Kyle Lowry only got 6 points in 2016. And as far as All-NBA teams are concerned, Parker got one 3rd all-nba team in 2009 and three 2nd all-nba in 2012, 2013 and 2014, whereas Lowry just one 3rd all-nba team in 2016. It could be said that TP was even the second best PG in the league for a couple of years, while Lowry has only been the fifth or sixth best at the most.
Besides, TP won 4 Rings with the Spurs whereas Lowry only 1 Ring. Besides, TP won the Finals MVP in 2007. And apart from this, we should also take into account Tony Parker's successful international career with his National Team.
To sum up and coming from a great fan of Lowry: Tony Parker is waaay better than Kyle Lowry.

Lowry. Significantly better defender and less weaknesses on offense.

Kyle Lowry is better than Parker.
