Obviously, he's targeting someone who will probably slide to #7 (instead of picking him at #1) in the first round and a sleeper who won't be on the board past #34 in the second round. Hence the whole point of picking your spot.

I'm more inclined to give anyone who runs out of time the highest pick available instead of skipping him.

Im gonna go with this solution in order not to put him into a disdvantage position. Fran gets pick 4, Cyrus is up.

It's all decided by luck anyway. It's not actual skipping like in the draft. There was no 'disadvantage'.
