It's a big no-no. Once you have a contract, sure -- you couldn't force Jordan to play for Dallas, but you can legitimately say he has no right to go elsewhere because the Mavs hold his contract rights. That's different. But the Mavs don't own his contract rights. The key is forcing someone into something or to sign a contract somewhere -- in this case, Dallas.
If Jordan already signed, then they're preventing him from NOT doing something -- going to another team.
If he didn't sign, then you can't "COERCE" someone into signing. It's just not something that is done.
Again, the commissioner could probably step in. He may encourage DJ to live up to his commitment. But whether he would suspend him or do something else to coerce him to Dallas? That's a very difficult path. I know it sounds crazy, but it gets into issues of human rights.
Nothing will happen. It's a verbal agreement, and nothing is signed.
If there was a problem with Jordan going back on his agreement with the Mavs, the NBA would have prevented him from meeting with the Clips today. No problem, so the meeting is on.
