Republicans took the state houses away from Democrats in 2010. A certain subsection of Democratic voters (mainly young voters) didn't care about state and local elections and are paying the price for it now.
It's difficult for students to stay on top on local elections. That's why there should be a law that allows students to vote in the [college] town in which they reside (for most of the, if not the entire) year.
Actually, student voting has doubled from 2014 to 2018 but so have republican efforts to suppress it. Republicans have been successful at perpetrating this crime on black rural communities as well.
