No most people would not take Allen. Shooting is more valuable in the modern NBA.

Joe Harris is not a scrub ... he's a very very good shooter. Is Joe Harris an above-average playmaker? Is Joe Harris above average with his handle ... at driving to the basket ... finishing at the rim? Is Joe Harris great at setting screens or snagging offensive rebounds?
Joe Harris provides reasonable perimeter defense. Does Joe Harris protect the rim? Box out behemoths? Does he use his blazing speed to ride dribblers to the baseline?
Joe Harris is a type of player who other people refer to as "3 and D". He's a good 3 and D, but that seems to be about it. Seth Curry is his approximate equal. Seth Curry basically got played off the floor last night by the Raptors bench when he was one of Brooklyn's top offensive options. He's short with a limited handle and can't get his shot off against a long pressing defense. Like Joe, he's great when he's all alone at the arc. Still someone has to draw the defense for him.
Jarret Allen is one of the best defensive anchors in the league. He's one of the best rebounders. You would need to shoot better than 50% from 3 to match his efficiency down near the rim. If you want to play winning basketball, you need a Jarret Allen type of player ... there are few really good ones. There's lots of 3 and D guys like Joe.
