You can make an argument that his free throws weren't coming in the flow of the game and therefore he was "cold" when shooting. In his sophomore year he played 34mpg and had a 71.3FT%.
Mudiay played 31mpg. There's no "He was cold and didn't have time to warm up" for him. I think it's a legit concern.
Mudiay had 47 FTA this year, he only played 12 games.
But he played 31mpg. Westbrook played 9mpg in his freshman year. That's a huge difference. We're comparing Mudiay's starter-like minutes to Westbrook's bench/reserve minutes in which he wasn't getting much playing time at all.
At least Westbrook has the excuse that he didn't play much and didn't get into a rhythm. Mudiay doesn't have that excuse.
I'm not trying to troll here. Maybe he can make a huge jump in free throw shooting but I just don't think the Westbrook comparison holds as much weight because he wasn't getting major minutes. Once he finally started playing 30+mpg, he proved that he was a decent free throw shooter.
