The 1st rounder is OKC's which is currently slotted 28th.
The Raptors have motivated to keep tanking as they lose their own 1st to San Antonio if it isn't top 6.

The buyout would be for 100% only if no team signs him. If team-X signs Lowry for an LLE, Lowry does not get more money. And that $1.21M (pro-rated) gets whiped off of the Charlotte expenses.
Said another way, if Lowry is bought out at 100% and then signs a vet min deal with another team, then the babycats save 3.33% of Lowry's salary costs, Charlotte would pay 96.667% and team-X 3.333% of his salary to 100%.
Lowry gets: not playing in Charlotte by agreeing to this. He does not get new money. But he also loses no money, which is your point.

i wont claim to have watched a lot of him, but never really saw the draw. not a great 3 pt shooter, inefficient shooter, not a good assist guy, bad defender.
