For New Orleans, they lose their lotto pick, but they get below the tax. They would actually be only a few hundred thousand below the tax including the fact they would have to keep only the league minimum 12 players and 3 of them would have to be undrafted rookies.
I don't love it, just another idea/scenario on ways to use cap room.

D. Lee is only an option if he wants $8-9 mil. So lets say Lee says yes to $8 Mill

I still don't think we should trade Devin for a pick/bench player either even if we draft Wall. We need someone of value who can be a starter in my opinion. It's likely gonna have to be a 3 team deal where we can swing Harris somplace and end up with a starter caliber 3 or 4.

In a magical dream world maybe. Lee will get a 5/55 deal at worst.
