Yes because skills erode and know how gets lost to time. Manned interplanetary space flight isn't like riding a bicycle where you can just hop back on and be up to speed again in no time. And the mission was made more difficult because everyone involved decided to re-invent the wheel rather than just rebuilding the old systems.
