Since the two-way deals came into NBA, guys picked 50+ rarely got a standard NBA deal. Maybe C's rate Waters higher than a late 2nd round pick, but I wouldn't be surprised if he's a two-way guy.
These deals generally benefit the team not the player. The player agrees to a 3 or 4 year non guaranteed deal to get more guaranteed money up front. You will see a lot of it this year as teams try and fill out rosters with rookie minimum deals. Boston will likely have Edwards and Waters on the 15 man and then they can add two more players on two way deals.
