They're rare, but they do somewhat regularly appear, and in gettable fashion.
Porzingis and Turner changed teams this year.
Ware was drafted 15th
This year there are a few guys in the draft, from Yang, to Kalkbrenner and Maxime Raynaud who at least look like they can shoot and maybe defend.
Hartenstein was signed as a cheap FA a couple years ago, and traded last summer
Jay Huff maybe

Basicaically, this is another area where the Bulls should be amassing assets and taking swings on guys.

Certainly there will likely be more and more draft picks with this capability as shooting has become such an obvious premium that everyone is working towards it. Not super familiar with all those draft prospects. Not sure the odds of any of those four guys you mentioned turning into a legit 3&D Center are very high, and when you are gambling on draft picks, you also need to be right.

To your point though, getting my attempts would be a super useful way to help compensate for that, but we won't do that under our have our cake and eat it two approach of rebuilding while competing.

Yep, acquiring more draft picks is the obvious way, because you multiply your chances for success. In many ways, it would actually facilitate the "rebuild while competing" strategy. We could be getting additional picks by taking in ok players on longer salaries. And taking picks for players who don't move the needle for us but don't really hurt us.
