If the 2.5 is not guaranteed that it makes sense, because if the option had been picked up, it would be a guaranteed 3 mill.

Far as I can tell - after getting it explained to me by #bluejays PR - Davis still gets $3M total, but only $2.5M counted on 2013 payroll.
So I guess AA spent the 500K on buying him out, and than signed him to 2.5 for less against the payroll next season.

Since AA is nickle and diming on 500,000$, we can assume that Rogers has given him a strict spending cap that is not substantially above last years limit. Same old same old.

It could be the difference of bidding for a player. Instead of 12, they can go 12.5.

The Blue Jays are casting a wide net in their search for pitching, reports Jon Paul Morosi of FOX Sports. They have already shown interest in Zack Greinke, Anibal Sanchez, Kyle Lohse, and Ryan Dempster, among others.
Toronto is also one of several clubs to inquire about Scott Baker, joining the Red Sox, Cubs, and Rangers. The Twins recently declined the right-hander's option but hope to sign him to a new deal. The Blue Jays have made no secret of their goal to add pitching this offseason, either through trades or free agency. Free agents can begin signing with new teams tomorrow morning.

I wouldn't be surprised if Saunders is the 2nd FA pitcher that we sign. He played on a 1 year $6 million contract next year and he'll get somewhere around the same again this year.
Honestly I wouldn't be surprised if we get Jackson or Sanchez plus Joe Saunders. That's about what our payroll supports.

Today is the start of the annual season for Blue Jays fans where we hear that we're interested in everyone, then we hear how they're all "not good value" or "overpaid free agents" so we end up waiting it out and signing Aaron Laffey and an invigorated Dustin McGowan to fill out the pitching rotation.
Sadly 90% of the fans agree that it's not a good idea to use the owners money on these free agents which will be all so overvalued since we have great prospects coming up anyways and we don't need them.
Likewise our fanbase wouldn't want to trade these prize prospects because "it would be just like Michael Young or Chris Carpenter all over again"

The difference being that this year AA said we will spend in the offseason so people have a reason to be optimistic that we will, whereas last year everyone wanted Darvish and Cespedes when management never said anything about spending at the time.
