When you are talking about someone the likes of Kyle Lowry, if he's ready to go, you start him until you actually play and the other team gives you a good reason not to. There's a good reason teams don't preemptively change starting lineup in playoffs especially, again, if it's to do with someone like Lowry. You just don't do that to a player like him.

The only reason to start Norm is due to injury. The way that Fred has played, you don't do anything to get him out of his groove. Kyle is the team leader, you start him. While Norm could start on many teams, it would be best to have him on the bench.

Personally, I love watching Kyle outwork and outsmart lesser players and I think he could carry Thomas, Stanley and Boucher (and rondae?) to some ridiculous bench success next year while Fred, norm, OG, pascal and Serge/Marc bear the starter minutes load.
But right now is not the time.

He should get more minutes at least. Playing Fred 40 minutes might be too much.

Lowry is our best player by a healthy margin. VanVleet is likely our 2nd best. They're always gonna start.
Norm playing instead of OG or Gasol is potentially interesting though.

Nice uptick in his game. Ms Osmow obviously has positive effect on his game.

I think it's psychological for him at this point. He's in the perfect spot now.
