I don't think it's overt that they're catering more resources / space in Toronto to luxury ticket holders. But others may know better - I did see a post that SSH now only have access to a group of agents and not just one.

Otherwise the renos at Scotiabank are really more about efficiency / cost cutting and are making the place a bit soulless (contactless grab and go, etc.). And the price gouging of everyone continues to be astonishing.
