Basically, if you move through space that a shooter is 'entitled to' and make contact it's a foul. Rudy makes contact on the hip, but his leg is also in a position that would prevent George from landing regardless of if he had stepped forward or not.
Ah, yes. Makes sense. I think they probably didn't apply that, seeing Rudy go for the clear out to George's side. I guess if you think George initiated the contact... ah, it's probably a foul.
