If they waive him or keep him then Suns will pay $110m tax in 25-26 and $105m tax in 26-27. That's only if they add their draft picks and vet mins. So $215m in tax total next 2 seasons.
If the stretch waive him then Suns pay no tax in 25-26 while adding an MLE FA along with their draft picks. They effectively replace Beal with an FA or 2 FA using the MLE and drop out of the tax. In 26-27 they'd also be able to stay out of the tax. So $0 in tax next 2 seasons.

If I'm Beal, I'd probably just let them cut me and then hit the FA circuit. A lot more flexibility in where I can go when the other team doesn't have to send out $50M in salaries to match.
We all (fairly) love to dump on Beal but Beal off the bench on a vet min deal could be an insanely valuable pickup for a contender if he's bought in.
