This is incorrect. All of Jamal/Brown/JJJ are in the Top 40 which means it is guaranteed they are worth the Max, either by their team or by a team who doesn't yet have a player on the Max.
If you are team without a max player, that doesn't mean you will automatically be willing to pay the 37th best player in the league a supermax contract. Sometimes, it is better to have no max contracts.
If the Wizards unloaded Bradley Beal tomorrow, that doesn't mean I would scramble to pay Porzingis a $50M a year contract.
You can only pay certain players the Supermax and Porzingis isn't one of them.
If a player who is eligible for the Supermax is available and you don't have one of those players, more likely than not you will pursue them.
