The Sixers would need to be able to fit Wallace, who also made $10.1 million this season, into their 2014-15 salary cap if a trade happened by draft day. That's roughly the amount they're under the cap.
Two things: 1) Sixers are under the cap by $6.1 million, so its significantly enough different from 10 for a trade like that and, 2) Often trades like that are agreed to on draft day, and completed after July 1st when it is the new season. The Jrue trade was technically done that way, and its pretty common practice.

In terms of the cap number, 10m under the cap would be below the salary floor still, and the players would be getting bonus checks. Which would be a big story, as it would be the first time it happened in the NBA (although Denver might have it happen this year).

Last I checked you were using hoopshype? If so, looking at http://hoopshype.com/salaries/philadelphia.htm , the things it has wrong are
1) Entirely missing Thomas Robinson (maybe he is the unlableed guy at 78k?)
2) Showing Ishmael Smith at $305,867 instead of his full year contract
3) Showing Glenn Robinson at $119,373 instead of his full year contract
Waiver claimed players count towards the salary cap with their full year salaries, which is the discrepancy. (Hoopshype seems to always go with dollar amounts regardless of cap hits, such as the Lin and Fields and Asik contracts, which might be valuable if you cared about dollar amounts paid, but is not just misleading but wrong when they label it for the salary cap).
