FOH with even any idea of a flagrant foul. Booker didn't invade his landing zone and didn't crash into him, either. He was clearly jumping at but by him to disrupt his attempt.

I wasn't almost certain they'd give Book the tech for the same exact thing that happened to him earlier where Dort didn't get the tech. Refs are like... "We can't be too blatant..."
