Do Leafs season ticket holders have to buy Raptors tickets?

You always hear people saying that to get premium seats, Leafs season ticket holders need to buy Raptors season tickets as well. They claim this inflates Raptors season ticket sales. Is it true, or did they do it in the past when the Raptors were in their infancy? Sorry if its been answered before.

I know for a fact that you are able to skip the waiting list for leafs season tickets by buying the Raptors premium seats. However, if you had leaf season tickets from previous years then you don't need to buy Raptors seats to keep them.

I thought seat liscenses allow you to go to all events at the ACC including wwe etc..
