Rules:

- Free agents will be decided as a team, since people with insecurity issues, are questioning me integrity in these games.
~ Sign and trades are ONLY allowed for Tiers 1-3 as well as any RFAs.
~ You may NOT trade any player you sign to a max contract, UNLESS he is your own max FA that you RESIGNED!
- all other FA's can be traded, no restrictions.
~ Amnesty clause must be used prior to FA opening.
~ If a player does not receive a contract that they deem fair, they'll drop into the next tier below.
~ Any players in Tier 1-3 will NOT sign for contracts less than 2.5 million/year.
~ Tier 4 will be done through a bidding system, that will be explained more later.
~ At the end of the game, you must be above the 45 million salary cap floor.
~ If you sign players with "cap space", you revoke the right to use the MLE or any other exception sans the "Miami Heat" exception.
~ Any offers sent before or after the deadline will not count and will be promptly deleted.

With the new CBA, the maximum salaries are defined by a certain percentage of the cap, and breaks down as:
0-6 Years in NBA: 25% of the cap
7-9 Years in NBA: 30% of the cap
10+ Years in NBA: 35 of the cap
However, there is a catch that the maximum salary can NOT be less than 105% of the players' previous salary.
Here's a little snippet from Larry Coon's NBA CBA FAQ regarding max salaries.
A free agent's maximum salary in the first year of a new contract is never less than 105% of his salary in the last year of his previous contract. For example, a ten-year veteran free agent who most recently earned $20 million has a maximum salary of at least $21 million, even if that is above the league-wide maximum. A free agent does not need to remain with the same team in order to receive 105% of his previous salary, although the team that signs him is subject to the same salary cap restrictions as with any other free agent.

Also in FA thread. Make sure you like the caphold if you want the rights to a player. That caphold is a hit on your salary cap.
When a team uses a non-taxpayer's MLE, they are committing to the fact that they won't be taxpayers
so they invoke a hard cap right around $75M
Players signed using Bird Rights are allowed a MAXIMUM of 7.50% yearly raises from the 1st year salary and a maximum of five years. Players signed not using Bird Rights are allowed a maximum of 4.50% yearly raises and only a maximum of four years. For example if I offered Byron Mullens (I own his bird rights) a five year deal with a starting salary of $10M/yr (which I wouldn't, I just picked an easy figure to work with), the biggest raises I could give him would be $750k/year for a contract of $10,000,000 / $10,750,000 / $11,500,000 / $12,250,000 / $13,000,000. If I attempted to offer David West (I do not own his rights) that same starting money, I'd only be allowed to offer him four years with raises of $450k per year.
