Part of the All-Star voting process is who can put on the best show. In that regard, Kyrie deserves it.
I think Kyrie should've made the AS team anyways, just not as a starter. EC guards are terrible.

If Rondo and Rose weren't hurt, either of them would have been the starter. Truthfully, Kyrie didn't deserve to be starting based on his performance this season.. But congrats to him.
