If the Lakers are the 5th worst team by the end of the season, they have a high chance of getting the #1 pick! If not, Orlando does, then Philly, then Bucks do, why? Look at this..

In the event that teams finish with the same record, each tied team receives the average of the total number of combinations for the positions that they occupy. In 2007, the Minnesota Timberwolves and the Portland Trail Blazers tied for the sixth worst record. The average of the 6th and 7th positions in the lottery was taken, resulting in each team getting 53 combinations (the average of 63 and 43). Should the average number not be an integer, a coin flip is then used to determine which team or teams receive the extra combination(s). The result of the coin flip is also used to determine who receives the earlier pick in the event that neither of the tied teams wins one of the first three picks via the lottery.

If we're in a 3-way tie for 4th worst I think this is gonna happen :
4+5+6 it's not (119+88+ 63) =270/3 = 90 combinations each....that would mean a 9% chance of landing the 1st pick for each team...that's roughly better odds than a normal 5th worst would bring (8.8%)

I'm a law of averages kind of guy... so to me the 5th has the worst hope of getting 1 and 4th has a boost by virtue that it hasn't happened yet. (Cmon Silver...just rig it baby!)
Seriously though if I'm rigging a draft I give LA #2 or 3 pick because the entire rest of the league goes ape if we move from 4,5,6 to 1.

and I bet there wasn't a peep either when Clev got the #1 pick for Irving which wasn't even theres to begin with, they got it with the clipps pick which had one of the lowest odds too to get #1

When you're outside of the top 3 you can only move into the top 3. The 4 - 14 picks are done by record unless someone of course jumps ahead of you. I'll be happy with any pick in the top 3.
