Manchester United is offering £260,000 per week to Toni Kroos in attempt to bring him from Bayern Munich.
Bayern has maintained that he's not for sale, but David Moyes believes Kroos could still push the deal through.
Kroos is thought to be seriously considering his options, with the midfielder yet to sign a new contract at Bayern with his current contract expiring in summer 2015.
Bayern strengthened their midfield on Monday with the signing of Sebastian Rode from Eintracht Frankfurt.
