Turner with a good game. I think he could be a strong 5th starter next year. I'd love to have Arrieta, Hendricks and Turner as the 3-5 next year. I'm not sure they will add two top of the rotation arms, but I'm still holding out hope for now.

I'm not sure what is going to happen with EJax. Ideally, they manage to trade him this off-season. The Braves offered B.J. Upton for him, but Upton's contract is even worse. I think they could send him to Philly. Something along the lines of Castro, Pierce Johnson, Amaya, Vogebach, EJax and Wood for Hamels, Ruiz and Papelbon. Papelbon and EJax are equally bad contracts so that would pretty much be a swap of bad contracts, but the Phillies would get someone who could chew some innings for them and the Cubs would get a high leverage reliever with playoff experience. Wood would also give them an inning eater as they started their rebuild.
Hamels would give the Cubs a top of the rotation arm. Then sign Lester and they have a very established 1-2 with Arrieta, Hendricks and Turner as the 3-5. Ruiz would be a huge upgrade from Castillo on defense, especially pitch framing which Castillo is the worst in the majors at. Not just the worst starting catcher, but worst catcher period. He costs his pitchers a lot of calls with his framing. If you put those four players in addition to Soler, Bryant, Baez and Russell on a team that has played .500 ball over the lat 98 games or so and the Cubs are in the playoffs next year with a payroll around $120M. The salary wouldn't go up much from there with Papelbon and Ruiz being on short-term contracts so they would come off before the younger guys hit arbitration. Hamels and Lester would be some longer term commitments, but Hamels would come off about the time the kids hit arbitration and hopefully Tseng and some other pitching would be coming up through the system by that point to replace him.
You also have the new TV deal they will get in 2019 and the advertising money that will start next season to be able to start maintaining some $150M payrolls. Now that the Cubs are actually running like a business and not a charity keeping WGN in high profits the revenue will increase drastically and that will lead to the ability to spend. Keep in mind if they had landed Tanaka they would have gone into this year with a payroll around $120M.

They are currently sitting with the 8th draft pick. If they play .500 that probably drops between 12-15 which would be horrible. It would take Scherzer, Shields and anyone else with a QO off the table. The Cubs have to have a top 10 draft pick or they will not even call players who will cost a draft pick. They need a nice long losing streak now that Rizzo and Castro are out and they are pretty much playing only teams in the playoff race.
