Liga MX will suspend promotion and relegation to and from the top division for 5 years.
The second division will become a developmental league for young Mexican players, with a limit on the number of players over the age of 23.
The second division has been reduced from 18 teams down to 12 teams in recent years.
The move to end promotion and relegation also fueled further rumors of Liga MX and MLS working together to form one league.
