Both are overrated but overall I would take Reggie quite handily in fact.
Payton's offensive capabilities are not very valuable especially not in the modern era. A relatively inefficient PG that can't shoot very well but has very good defense vs an all time great shooter.
I will take Reggie quite easily since he fits on every team not to mention Payton was a poor playoff performer while Reggie was a good one.

Miller by far.
First thing I need to emphasize is that I consider Curry to be the best offensive building block in the game, and I see Miller as the primary influence on what Curry has become.
Miller would never be as good as Curry, but he’s literally still the 2nd best player of this type we’ve ever seen.
I’d be happy to treat Miller as my offensive franchise player.
Payton on the other hand got very much overrated back in the day. He’s not a great shooter and he’s not an elite passer. He was capable of being the point guard on an excellent offensive team, but you have to understand that the team actually functioned better with Nate McMillan out there for most of the Sonics relevancy.
Now, that’s a bit unfair because McMillan was drastically superior to how most see him, but it matters that you could run the Sonics’ effectively without Payton’s athleticism.
I think Payton could still start on an NBA finals team today, but not one where he was the star of the offense.
Of course as I say all of this, I’ll concede that Payton’s defense could allow him to be more valuable than Miller in many settings, but in terms of who represents a foundation I could effectively build around, it’s Reggie.

Miller, especially in today's league. I appreciate Payton's all around game, but Miller is too lethal of an offensive force.
