Let's assume Miami is not waiting on some team to take Beal because given Butler's broader appeal as a rental at positive value, Miami is entertaining offers from teams directly, free from holdup caused by Beal's massive negative value and mammoth longterm money owed.
Consider the Suns trades thus far. Okogie for Richards has restored some function on defense and lifted the Suns record in short time. It saved Phoenix 15 million, and created a TPE of ~3 mil.
The Suns then traded an unprotected 1st for 3 low 1st round picks. The goal was to move Beal, but it's been slow, stalled or caput.
Nurkic plus Cavs 1st for Val upgrades the backup C for the Suns over Mason Plumlee. This gives the Suns a cap impact of 8.2 million. Not sure how much $ that saves after tax. It's significant. Anthony Gill fits the Okogie TPE.
Capitols get some draft capital for their rebuild here, and a shorter commitment to Nurkic. They can flip him as an expiring at next year's deadline, adding more draft capital to their existing capitol in District of Columbia.

Yep, we've explored this idea, only with a useful player, not Gill, sliding into that $9M salary difference. Makes sense for both teams.
