Cavs send Garland
Cavs receive Smart, Isaac, da Silva
Cavs get a backup Center (cost controlled), a tested expiring PG and a young SF (on rookie deal).
Magic send Isaac, da Silva, Bitadze, Harris, Howard, #16
Magic receive Garland
Magic are able to run Garland/Suggs/Bane in the backcourt. Move out backup players.
Wizards send Smart
Wizards receive Bitadze, Harris, Howard, #16
Wizards, for facilitating the trade, get #16 and Bitadze. Harris is bought out, Howard is given a chance then cut.
This offers Cleveland the chance to make additional moves with Allen and their forwards if they desire.

It's been reported that the Cavs have no interest in sending Garland to Orlando. That's before you get to value which is awful for the Cavs. The odds of Garland getting traded became very, very low after he had surgery. Trade partners will want a discount and the Cavs have no interest in offering one.

Hardest of passes from Cleveland. Smart's been tested, and failing the last few years... It also remains to be seen if Isaac is a backup center on a good deal vs. a backup center who cannot play meaningful minutes.

OP, feel free to re-post if you can make this deal work with what Orlando actually has to work with. I'd listen to some of the feedback you got here though first.
