Why for Atlanta:
Atlanta uses the Kuminga sign and trade to dump contracts and get to 15 guaranteed contracts without attaching assets. LaVine provides an upgrade over Hield whose defensive issues can be covered by Dort and Daniels.

Why for Sac
Sac gets Kuminga at a discount to what they would have paid earlier at a reasonable price. They trade some contract flexibility next year but give Kispert a chance to show what he has got and can let DeAndre Hunter walk

This effectively adds $20m to the Atlanta books for this year, and puts them ~$17m over the luxury tax. Atlanta is only $3m short of the luxury tax with just Kispiert, Buddy, and Gueye on the books. So, every dollar they sign and trade Kuminga out for (while taking back equal salary) would put them over the tax. And, by taking back more salary than they send out, they're hard capped at the 1st Apron, which this deal would put them around $6m over, so it's illegal.

Eh, I just assumed the whole scheme is to theoretically dump the last year of Kispert. But, it's not legal and doesn't make fiscal sense with the tax, anyway.
