if carl lewis had the same timing and the same shooting skills as michael jordan, would carl be the best point guard in the nba today?

carl lewis has a listed height of 6 foot 2.

Why not add a PG skill set instead of a SG skill set if he's going to be playing point?

No, but unless you add the rest of his skill set (court vision, passing, dribbling, defense).
